Operations center built to demanding standards

Fira built Neste’s operations center in the Kilpilahti refinery area in Porvoo. Construction started in June 2023, and the building was completed in spring 2025. The project utilized Fira’s solution development, which enabled significant cost and schedule savings.

The project was delivered as a design–build contract and carried out under strict quality and safety requirements.

The operations center includes a control room, office, social and restaurant spaces, as well as technical rooms. The center monitors all process units of the refinery, and the control room operators, operations engineers, and management team work in the same building.

The first floor of the three‑storey building features a 200‑seat restaurant serving breakfast and lunch, as well as meals in the evenings for shift employees.

Zero accidents

The project’s safety plan was prepared together with the safety specialists from Neste and Fira, and the site followed the strict safety practices and guidelines of both companies. No occupational accidents occurred on the site during the entire construction period.

• The building has a gross floor area of 8 316 m².
• Design–build contract (KVR contract)
• The first floor includes a 200-seat restaurant and building services rooms. The second floor has the control room, a simulator, and around 600 lockers. The third floor has office space with 120 workstations.
• More than 700 working days were completed on the site, with a total of 120,000 working hours.
